Efficiency East Midlands Ltd (EEM) is a not for profit consortium which establishes and manages a range of framework agreements. Our membership has now grown to 180 public sector organisations including housing associations and ALMO’s, local authorities, NHS trusts, education providers, emergency services, government agencies and charities. EEM have also established a formal collaboration with 3 like-minded procurement consortia – Westworks, South East Consortium and Advantage South West.
EEM are conducting this tender exercise to procure an asbestos framework to replace our existing framework. The framework will be split into the following service lots:
Lot 1: Asbestos Surveys and Analytical Services;
Lot 2: Asbestos Removal, Remediation and Disposal.

Efficiency East Midlands (EEM) are conducting this tender exercise on behalf of its membership to procure an asbestos framework to replace our existing asbestos framework that will expire on 25.4.2020.
The framework will support EEM members by providing a framework of contractors who are UKAS accredited to the latest standards and have suitable experience in undertaking asbestos surveys and analytical services and asbestos removal, remediation and disposal works in accordance with The Control of Asbestos Regulations 2012 and all relevant legislation, approved codes of practise (ACOPs) and HSE guidance.
Contractors are able to tender for both lots and when applying for both lots must ensure they have a clear process in place to demonstrate segregation of duties. Contractors bidding for both lots should note contracting authorities reserve the right to segregate their asbestos survey and removal requirements and contact with separate organisations, if they so desire.
Asbestos services covered by Lot 1 of this framework are:
Lot 1: Asbestos Surveys and Analytical Services
— asbestos management surveys to domestic properties,
— asbestos management surveys to non-domestic properties and including areas of communal blocks, garages and community centres,
— asbestos refurbishment and demolition surveys to domestic properties,
— asbestos refurbishment and demolition surveys to non-domestic properties and including areas of communal blocks, garages and community centres,
— asbestos air monitoring and tests including:
—— background, leak and personal reassurance tests;
—— 4-stage clearance process and certificate of reoccupation;
—— any other air monitoring and testing.
— sampling asbestos (ACM’s) and provide results and reports to the contracting authority:
—— asbestos bulk sampling, analysis and reporting;
—— emergency; sampling, analysis and guidance.
— re-inspection surveys to previously identified, presumed and sampled (ACMs),
— making good works to damage caused by intrusive surveys,
— reports and data issued to contracting authorities in agreed format,
— ensuring accurate data is sent to contracting authorities to enable asbestos registers and plans to remain up to date.
In addition to the above work stream lots the framework will be split further into geographical coverage sub-lots:
Sub-Lot 1: Midlands;
Sub-Lot 2: National coverage.
All of the services described above are mandatory elements covered by Lot 1 of the framework. Bidders should not submit a bid unless they are able to deliver all elements of the works required under the lot they are applying for.
The framework is being procured by Efficiency East Midlands Ltd (EEM) on behalf of their members and the other organisations described in Section VI.3) as being authorised users. The call-off contracts to be awarded pursuant to the framework agreements to be entered at conclusion of the procurement exercise may extend for a duration of up to 2 years beyond expiry of the 4-year framework term. Please note that the total potential value stated in II.1.5) is in relation to the full 4-year framework and takes into consideration both lots and that the EEM membership may grow over the life of the framework.

This framework is being procured by Efficiency East Midlands Ltd (EEM) on behalf of their members and the other organisations described below as being authorised users. The following contracting authorities will be entitled to agree and award contracts under this framework agreement:
1) Any Member of EEM which for the avoidance of doubt currently includes 3 partner consortia — Westworks, Advantage South West and South East Consortium. A full list of current members is available at www.eem.org.uk
2) Any future member of EEM or our partner consortia and in all cases being an organisation which has applied to join EEM or our partner consortia in accordance with the applicable constitutional documents;
3) An EEM participant being an organisation which is neither a current or EEM member (as defined at 1 above) nor a future member of EEM (as defined at 2 above) based within England and Wales which owns and/or maintains/manages housing stock in 1 or more geographic area in which it operates and/or is an NHS Trust (which includes acute trusts, metal health trusts, care service trusts and ambulance trusts) or an organisation, police authority, fire authority, ambulance trust, university, higher/further education college, school or academy or other public sector organisation.
