Feasibility Study of a Multi-Vector Energy System on Llŷn Peninsula, Wales

2.2

Description of the goods or services required

The NWEAB seeks to appoint a supplier that can deliver a report that delivers the scope of works below.

The NWEAB is looking for someone with expertise and previous experience in assessing the feasibility of Multi-Vector Energy Systems. The supplier should have a proven track record in this field and should be able to provide examples of other successful Multi-Vector Energy System projects they have been involved in.

Scope of works:

1. Review of existing work undertaken to date

• Review and summarise the work undertaken to date for YnNi Llŷn including a summary of all recommendations and an explanation why they have not progressed (3 studies have been completed to date and included as appendices; ‘Community Energy Survey’, ‘a high-level review of the YnNi Llŷn community energy initiative’ and ‘Smarter Energy Feasibility Study’).

• A summary of existing and proposed assets that could form part of a multi-vector energy system. To include high energy users and their current energy demand.

• A summary of similar projects/case studies underway elsewhere that could be replicated and/or learned from.

• A list of current stakeholders supporting current activities.

2. Case for change and Options for energy solutions

• Determine spending objectives, existing arrangements and business needs (workshop with client is recommended)

Exploring the preferred way forward…

• With the spending objectives in mind, provide a long list of potential options of suitable multi-vector energy systems that could create a pathway to net zero, provide security of energy supply and reduced fuel poverty in Pen Llŷn. Include a PESTEL and SWOT analysis of the potential options.

• From the long list, provide a short list of technically feasible and financially viable solutions that are recommended for more detailed assessment backed up with the rationale why these options are being proposed.

• Define optimum multi-vector energy system geographical boundary based on assets and energy demand.

• Short list of options to include indicative order of deployment and indicative costs.

3. Benefits

• Explain how the short list of potential options would deliver against NWEAB’s desired benefits (as listed below) for the Pen Llŷn. Also, propose any additional criteria that NWEAB should consider.

o Create good quality job opportunities

o Additional net GVA

o Investment opportunity (public and private), with opportunity for local ownership (or part-ownership) of income generating assets

o Enable additional renewable energy generation and local decarbonisation

o Enable carbon saving (CO2e)

o Reduce fuel poverty

4. Risks, Constraints and dependencies

• Identify potential risks, constraints and dependencies to deliver the preferred option/s. These to include as a minimum:

o Electrical grid infrastructure capacity and connectivity

o Local digital connectivity

o Regulatory requirements (current and potential future changes)

o Government and other support mechanisms

o Successful delivery of other proposed developments

5. Replicability

• Identify other areas in North Wales where the proposed options for Pen Llŷn can be replicated.

6. Stakeholders

• To deliver the proposed options for multi-vector net zero energy solutions, who are the key stakeholders (in addition to existing key stakeholders in baseline study) who need to be involved and have they already registered an interest to be approached for participation?

Gwynedd Council, in support of Welsh Government’s Code of Practice on Ethical employment in supply chains, confirms that it has and/or commits to put the following processes in place :-

• An ethical employment statement to be displayed on the Council website

• Appointment of an Anti-slavery and Ethical Employment Champion at Cabinet level

• Whistle-blowing policy for staff to raise suspicions of unlawful and unethical employment practices taking place and a point of contact for the public to raise any such concerns in relation to the supply chain

• Training for those involved in buying/procurement or recruitment in modern slavery and ethical employment practices via Welsh Government’s e-module

• Incorporation of the Council’s Ethical employment statement within procurement documentation as well as inclusion of questions associated with the topic within tenders and conditions of contract where appropriate

• Payment of our suppliers on time (within 30 days)

• No unfair use of false self-employment, umbrella schemes or zero hours contracts which would result in avoidance of Tax/National Insurance or in any way unduly disadvantage its workers in terms of pay, rights, opportunities

• Staff to have access to a Trade Union without risk of any form of discrimination

• Any staff on outsourced contracts to retain their terms and conditions of employment

• An annual written statement outlining progress on principles within the code, including Modern Slavery, and plans for any future action to demonstrate the Council’s support of the Code of Practice

Further progress on any remaining commitments will be identified within the Council’s annual statement.

In order for the Code of Practice to have the utmost impact on ethical employment in supply chains, Gwynedd Council will expect that all its suppliers (and subsequent supply chains) make efforts to put in place similar processes so as to ensure that no individual is subject to any form of employment discrimination.
