The contracting authority incorporated a standstill period at the point information of the award of the contract was communicated to bidders. That notification provided full information on the award decision. The standstill period which was for a minimum of 10 calendar days, provided time for the unsuccessful bidder to challenge the award decision before the contract is entered into. The Public Regulations 2015 provide the aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England,Wales and Northern Ireland).

VII.2) Information about modifications
VII.2.1) Description of the modifications
Phase 3 — Further to ongoing work to the Morrison Busty Depot additional works to cover the electrical design to the Office Buildings and the Bevin Buildings Distribution to cover RIBA 3 through to 7.
Phase 3A — Further to ongoing work to the Morrison Busty Depot additional works to cover the architectural, fit, principal designer and structural/civil design to the Office Buildings to cover RIBA 3 through to 7.
The Price shall be increased by GBP 45 358.25 exclusive of VAT, but otherwise inclusive of all other costs incurred by the contractor in providing such additional works/services.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee
