• WCVA, Community Foundation in Wales (CFW), National Lottery Community Fund (NLCF) and Moondance Foundation require an evaluation to be undertaken, outlining: o An overall analysis of the identified grant programmes  Third Sector Resilience Fund (phase 1 and 2), WCVA  Voluntary Services Emergency Fund, WCVA  Voluntary Services Recovery Fund, WCVA  Wales Coronavirus Resilience Fund, CFW  Wales Respond and Recover Fund, CFW  Awards for All (Covid-19 specific), NLCF  People and Places (Covid-19 specific), NLCF  Moondance Foundation Covid 19 Response Fund The analysis of grant programmes needs to include; which organisations received funding, what the funding was spent on (including demographics of beneficiaries, especially how funds reached those from Black, Asian and Minority Ethnic communities and majority Welsh language communities) and the impact the funding had on organisations and/or the communities they serve. Please note: the purpose of this evaluation is not to compare the effectiveness of individual funders. o A review of the efficacy of taking a multi-funder, multi-fund approach to provide funding for a wide range of organisation types and funding needs (especially regarding the size of grants and use of loan-financing). o A review of how the sharing of insight and data took place; what happened and could it be improved? o Recommendations for how learning from this experience could be implemented in any future collaborative or even joint-funding schemes. o Identification and analysis of how much emergency response funding was attracted from non-Wales based funders • The four funders will provide details of the grants made within the grant programmes referenced above, and any additional information as required. • The deadline for submission of the final report is 30 April 2021, however payment will need to be made before 31 March 2021.
