Total quantity or scope of tender
We are looking to appoint a practice that will work and support the Wales Millennium Centre team and its stakeholders, notably young people, communities and artists, in an active process to refine its requirements into a preferred option. We also expect cost consultants to be engaged as part of a sub-contract, to provide a budget envelope for the plans. This will enable us to undertake further fundraising for the projected capital development costs. Wales Millennium Centre would retain the rights to all work produced under this contract. If the initial contract is successfully completed it is likely that the practice will be asked to complete up to RIBA 3, if required. At the end of RIBA 3, it is currently assumed that a tender for design and build (RIBA 4-6) will be issued. All current assumptions will be reviewed at the end of the Architectural Feasibility Study and we would reserve the right not to move forward with the successful bidder at any stage.
Your budget should recognise the expectations above over a 4-6 month period and cover the capacity to deliver these outputs:
1) Process outputs:
• A building and context analysis
• Qualitative diagrams and illustrations
• Building user journeys
• Consultation feedback, documentation and creative inputs (ongoing throughout Stage 1)
• Design themes and principles
• Initial design ideas
2) Final outputs:
A full final set of documents that can be used to progress the project to the next phase and includes:
• Design vision and illustrations
• An architectural values document
• A conceptual and preferred design strategy
• Projected budget and construction costs (subject to refinement in subsequent stages)
• Programme and procurement options (developed with cost consultant)
• A pop-up design and event for ongoing use by programme participants to test ideas and deliver some activity in 2021-22
3) Regular project management meetings/updates with the technical project manager (weekly) and the Maker Space Project Management Team (every two weeks)
4) Stakeholder engagement and consultation:
• A minimum of 20 days over and above the days required to deliver the outputs listed above to ensure detailed active engagement with key stakeholders in Wales. These will include:
• The Creative Development Group (CDG) comprising 12 members: four young people, four community members and four artists, practitioners and strategic partners and WMC staff/advisors. They will actively engage in all key development activity, meeting once every two weeks over a 4-5 month period. They will play an active role in wider consultation activities.
• Community + Youth Consultation. Comprising:
a. Three large live group sessions (subject to Coronavirus restrictions) at the beginning, middle and end of Stage 1
b. Two online consultation events for participants from across Wales
c. Consultation with young people: organised with WMC with a major focus on using social (on assumption young people are also actively represented in the live event consultation activities)
• Artist/Practitioner/Industry Advisory Group:
o To meet online at least twice during feasibility stage.
• Internal consultation and feedback – briefing sessions with senior leadership and Board
5) A separate budget estimate for a cost consultant should be included.
