Minimum standards and qualification required
The Consultants must have:
• Knowledge, understanding of and commitment to the Social Model of Disability and its implementation.
• Awareness of the strengths, abilities and experience of Disabled People from diverse communities.
• Understanding of and be committed to all equality issues.
• Proven experience as an evaluator with a high level of facilitation skills.
• Knowledge and understanding of the different dynamics and how to cater for these.
• Ability to use wide range of interview techniques to gather data, including engaging with disabled people including those with learning difficulties.
• A proven track record of delivering reports to a high standard in accessible language.
• Extensive knowledge and experience in direct payment and cooperative areas.
The ability to:
• Prioritise workload to meet agreed targets and deadlines.
• Work with and relate to people with a wide range of impairments.
• Undertake evaluation and deliver report writing through a variety of methods and techniques, taking into account the wide range of needs and experience amongst participants.
• Facilitate discussion using a variety of participatory methods and be able to respond flexibly to the needs of participants on the day.
• Value the rights, equality and independence of all disabled people.
• Ensure disabled people are able to represent their own views and priorities, and if necessary ensure they have the right support to be able to do this.
• Acknowledge and respect the cultural importance of the Welsh Language.
• Evaluate and self-reflect as a facilitator.
