Abstract

Trading Standards Wales (TSW) is a body that represents the Trading Standards Service of each constituent local authority in Wales. The group works strategically to influence policy and good practice on consumer protection, animal health & welfare, fair trading, support for business, and the health and wellbeing in local communities. This is achieved through a single voice on trading standards, enabling activity undertaken by local authorities, their agents, contractors and partners. The coordination of the operational activities of local authorities via the Regional Tasking Group (within the Intelligence Operating Model (IOM)) for the trading standards service is crucial. Effectiveness and efficiency are central to demonstrating the commitment and positive impact that this service has on our communities. 3. Key Services & Products Required The WLGA wishes to appoint an external consultant to provide the following trading standards coordination services. It is anticipated these services will constitute the equivalent of 2 days’ work per week. The precise activities to be delivered will be agreed between the WLGA and the appointed consultant prior to final appointment. It is considered that in order to provide these services, the consultant will have a detailed knowledge of the strategic objectives and a sound technical understanding of the trading standards profession. The services required are: 1. To promote service improvement in trading standards services across Wales. 2. To promote service improvement through collaboration in accordance with UK Government policy, and the Welsh Government’s local, regional and national agenda. 3. To engage with a wide range of stakeholders including the Directors of Public Protection Wales, Welsh Government, Welsh Local Government Association, Consumer Protection Partnership (Wales), National Trading Standards Board, Competition and Markets Authority, Association of Chief Trading Standards Officers, Animal and Plant Health Agency, the Chartered Trading Standards Institute, Chartered Institute of Environmental Health, The Department for Business, Enterprise and Industrial Strategy, the four Welsh Police Forces, the Food Standards Agency and other various consumer groups in order to promote new and emerging trading standards agendas 4. To co-ordinate the activities of the Regional Tasking Group, including setting up meetings, arranging speakers, and ensuring action points, etc. are implemented. 5. To assist with the production of business plans and other publications as directed by TSW. 6. To carry out appropriate functions in relation to the work of the National Trading Standards Board in Wales as determined by TSW; most notably to carry out the duties of ‘Action Manager’ as defined by the ‘Trading Standards Intelligence Operating Model’ for the Regional Tasking Group, ensuring all activity progresses as agreed and to manage the outputs of the Lead Intelligence Professional and the Regional Intelligence Analyst. • To keep relevant IT systems up to date (Crimson) • To receive tasking requests from local authorities across Wales • To liaise with the Regional Investigations Team • To adhere to deadlines for tasking requests under IOM and submit approved tasking referrals to the National Tasking Group for funding support • To coordinate meetings to ensure projects approved by the Regional Tasking Group are adhered to • To produce the Tactical Activity Report (TAR) as required by the Regional Tasking Group/National Tasking Group • To update the Control Strategy and Action Plan documents as required • To ensure Regional Intelligence products are referred appropriately, disseminated, and reports produced as required 7. 11. To project manage any tactical projects that TSW decides to or is required to participate in.

12. To review key tactical TSW documentation at relevant intervals, for example, its documentation relating to Strategic Assessments and its Control Strategy.

13. To accurately research, collate and disseminate information on a wide range of investigative, technical and legal issues and good practice for the benefit of TSW.

14. The appointed consultant will also liaise with any other officer of the Senedd or Welsh Government as required to deliver the required services and products.

15. If required, to report to the Directors of Public Protection Wales meetings on key issues and feedback to TSW.

16. To support the activities of the Directors of Public Protection Wales and Public Protection Wales Board as necessary.

17. To ensure that all relevant published material is provided in bilingual format and to work with partners and, in particular, the National Coordinator, to ensure accuracy in this respect.

18. To undertake other duties, as agreed, as are appropriate and commensurate with the provisions of the contract.
