Justification for selected award procedure:

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons

Explanation:

No other reasonable alternative exists for this procurement. Continuous temperature monitoring of fridge, freezers, incubators, and laboratory areas, is a requirement of laboratory regulation and accreditation bodies as well as compliance with standards that laboratories operate under, such as ISO15198:2012 as assessed by United Kingdom Accreditation Service (UKAS), Blood Safety and Quality Regulations (2005:as amended) (BSQR) and Human Tissue Authority (HTA). The Laboratories have a Rees Temperature monitoring system in place that needs to be further extended to ensure adequate monitoring and provide compliance with ISO 15189:2012 as assessed by UKAS and meet regulatory requirements under HTA. Temperature monitoring needs to be performed by one integrated system for comparative and standardisation purposes. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement. Accuscience have exclusive rights for the Rees TMS within Northern Ireland. A replacement in the short-term is not a reasonable alternative as it would require ICT infrastructure, robust validation and verification work in line with the laboratory accreditation standards and regulations mentioned above. This would result in disruption and disproportionate technical difficulties that would significantly impact the Laboratories ability to deliver services and impact patient care and safety.
