Abstract

Tenders are invited to bid for the provision of Highways and Civils works through a Measured Term Contract. The proposed contract term is from 1st April 2022 to 31st March 2027 with an option to extend for 2 further years (maximum of 7 years).

This is a joint procurement on behalf of Watford Borough Council, Three Rivers District Council, Dacorum Borough Council and Broxbourne Council. It is proposed that each Council will enter into its own Contract with the successful bidder with the exception of Three Rivers who will engage the Contractor through Watford Borough Council.

The requirement is to undertake a range of small and medium scale civil engineering works, minor repairs and improvements to each Council’s assets. Please note that Hertfordshire County Council is responsible for main Highway works within Hertfordshire. These works predominantly improve the Town Centre, parks and property improvements within each Borough.

Typical works packages could comprise path construction, drainage works and pipeline repairs, road resurfacing, paving, kerbing, maintenance of watercourses, landscaping within public parks and site clearance. The works could be capital project based improvement works or routine maintenance of existing assets.

The contract will be formed on a schedule of rates for individual work items and this will be the basis for the re-measuring and valuation of works orders and final accounts.

The NEC3 Engineering and Construction short contract (2013) with z clauses is to be used for this Project.

Please note that there are no guarantees of any works orders through this contract. It is anticipated that when asset improvement programmes are agreed, the Contractor will be engaged under this contract in accordance with the Schedule of Rates and a programme agreed for each discrete work package. For major or significant works packages, each Council reserves the right to conduct a separate procurement process for that piece of work only.
