VOLUNTARY TRANSPARENCY NOTICE: NOTICE OF INTENTION TO ISSUE AN ITN (REF: 702129450) FOR A REPLACEMENT CONTRACT TO CONTRACT REF. 700158315
1. The Typhoon Delivery Team, part of the UK Ministry of Defence, intends to award a contract to Airbus Defence and Space Ltd (Newport) who designed and implemented the Local Key Management System (LKMS). The extant contract for support to this system is soon due to expire, therefore there is a requirement for a follow-on support contract to be placed.
2. It is considered that for technical reasons this requirement can be placed using the Negotiated Procedure without prior publication of a contract notice pursuant to Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011. This is because only Airbus Defence and Space Ltd has the requisite knowledge of the LKMS that is required to be interoperable with the Typhoon aircraft, as well as F-35 and P8-A air platforms which also utilise the system. There are currently no other suppliers that have the specific know-how at their disposal to provide the required technical support to the LKMS.
3. The intended contract will have a 24-month duration with an option to extend for one further 12-month period. The estimated value of the contract (including option period) is circa £4,500,000. The Cyber Risk Level of the contract is Moderate.
