The products involved are manufactured purely for the purpose of research, experiment, study or development under the condition stated in the Directive (for supplies only)
Explanation:
Defence Science Technology, part of the Ministry of Defence, intends to let a contract to QinetiQ Ltd for provision of Missile Defence Centre (MDC) facilities and associated office support.
QinetiQ Ltd own the MDC offices situated at Cody Technology Park, Farnborough, GU14 0LX and therefore are the only supplier that are able to fulfil this requirement.
It is considered that this contract can be placed using the Negotiated Procedure without prior publication of a contract notice for reasons of exclusive rights pursuant to Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations (DSPCR) 2011.
