Caerphilly County Borough Council (CCBC) are seeking to appoint an organisation to deliver specialist Housing Related Support (HRS) inclusive of Accommodation and floating support for individuals aged 16 - 24 through the Housing Support Grant (HSG).
The aim of the HSG is to enable vulnerable people to remain in a more independent living situation through the provision of support.

The Aims of the Services are:
To reduce the
Levels of homelessness and incidences of repeat homelessness
Use of inappropriate temporary accommodation
Number of emergencies resulting in intensive services being required
Levels of rough sleeping (including those who could be considered as the “hidden homeless”).

III.1.4) Objective rules and criteria for participation
The procurement process for this arrangement shall follow a two-stage, Open Procedure. Candidates will be required to pass the selection stage response before the specification response will be considered
Stage One - Candidates are required to comply with the compliance questions and pass all pass / fail questions and achieve a score of 6 or above for any scored questions to proceed to the Award Stage. Any candidate that receives a fail and or a score of 5 or below based on the scoring methodology will be eliminated from the process at the point where the fail occurs.
Stage Two - All Organisations that successfully pass all elements of the selection stage will progress on to the Award Stage. This stage will be evaluated using the Most Economical Advantageous Tender (MEAT) criterion, structured as Price 20% / Quality 80%
The quality aspect will be divided into categories consisting of:

Tender Response 15%
Interview 40%
Case Study 15%
