Abstract

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are seeking to award a contract for the Provision of Ageing Well Partnership Engagement Support. The Ageing Well programme requires a range of engagement with older people on specified topics, initially linked to the @Home programme (intermediate care, access, health and wellbeing centres and cluster development). There are three main workstreams; 1. Embedding diverse voices and the views of diverse and seldom heard communities into our engagement 2. Gathering the diverse views of service users to inform evaluation and future development requirements for specific projects relating to the @Home programme, particularly demonstrating engagement with specific groups. 3. Engaging with people with dementia and their carers to understand their experiences and evaluate the impact of CAV RPB’s work in this area. The Health Board and RPB will require evidence of the following from bidders; - that the successful applicant has successfully worked in partnership with organisations across Cardiff and Vale. - that the successful applicant has successfully delivered engagement activities with partners aimed at diverse communities across Cardiff and Vale. - the successful candidate can demonstrate their ability to reach out to people who have diverse voices, including in the groups identified and give clear indicators of their reach e.g. how many groups of people in each area would they expect to be able to reach within the timescales, what is their process for doing this - successful applicant will be required to have a contingency plan in the event of increased restrictions use to COVID 19 and be able to outline whether they could continue to engage and the impact of increased restrictions - present a plan for taking this work forward including timescales - undertake equality monitoring and report on the characteristics and number of people engaged

The objective of this Procurement is to commence the set up of this service with a proportion of activity to be completed by 31st March 2022.

The intention of the RPB is to then continue this service on an extension option basis for up to three years should funding be realised by WG and the service is deemed successful by RPB.

1. The Contracting Authority reserves the right to award the contract in whole, in part or annul the tendering process and not award any contract.

2. Bidders should note that they will be required to enter into terms and conditions of contract as set out in the ITT and that save for matters of clarification or consistency the Contracting Authority will not negotiate the terms.

3. The Contracting Authority will not accept completed ITT's after the stated closing date.

4. All documents to be priced (where applicable) in sterling and all payments made in sterling.

5. All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders.
