Abstract

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are seeking to award a contract for the Provision of Starting Well Partnership Engagement Support. There are three workstreams within this project; 1.Working with Cardiff and Vale Regional Partnership Board create opportunities for infants, children and young people to scrutinise the work of the Regional Partnership Board and Starting Well Programme. 2. Ensuring partners have tools to engage with children and young people based on UNICEF and United Nations Convention on Rights of the Child (UNCRC) principles 3. Co-production of a series of films/resources with infants, children, young people and their parents/caregivers that highlight a number of specific topics and share information about what is available/changing The successful bidder will; - be experienced in working with infants, children and young people who are in extremely vulnerable situations and have a range of complex needs including infants, children and young people with additional needs/learning disabilities, physical and sensory disabilities, emotional health and wellbeing needs, mental health concerns and autism, looked after infants, children and young people and infants, children and young people who have experienced crisis/trauma. They must demonstrate they can support infants, children and young people in accessing engagements and reduce barriers to encourage independent contributions where reasonable - be able to evidence their compliance with safeguarding and GDPR legislation and have procedures to protect the infants, young people and children involved in engagements. - build on existing arrangements and mechanisms across Cardiff and the Vale. They must ensure this work builds on, adds value to and does not duplicate what already exists to enhance the experience of infants, children and young people. - develop the Cardiff and Vale's Regional Partnership Board's Engagement Framework by sharing lessons learnt, tools and good practice - achieved, or be working towards, the Participation Kitemark for Children and Young People. It would be beneficial, but not essential for members of the consortium to have achieved this kitemark - successfully worked in partnership with organisations across Cardiff and the Vale

The objective of this Procurement is to commence the set up of this service with a proportion of activity to be completed by 31st March 2022.

The intention of the RPB is to then continue this service on an extension option basis for up to three years should funding be realised by WG and the service is deemed successful by RPB.

Please note additional information on this procurement:

1. The Contracting Authority reserves the right to award the contract in whole, in part or annul the tendering process and not award any contract.

2. Bidders should note that they will be required to enter into terms and conditions of contract as set out in the ITT and that save for matters of clarification or consistency the Contracting Authority will not negotiate the terms.

3. The Contracting Authority will not accept completed ITT's after the stated closing date.

4. All documents to be priced (where applicable) in sterling and all payments made in sterling.

5. All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders.
