The Ynys Cybi Landscape Partnership is seeking tender submissions from suitably qualified consultants for the task of providing formative evaluation services during the delivery and conclusion phases of its 4 years scheme.

Total quantity or scope of tender

The evaluation consultant will:

• Work with the Programme Manager to establish baseline data (across partner organisations).

• Provide facilitated support to the Scheme Manager and the Partnership to embed evaluation processes throughout the delivery of the scheme.

• Work with the Partnership and Scheme Manager to establish Key Performance Indicators (KPIs) around each of the project objectives.

• Produce an evaluation framework for the delivery phase of the project based on information gathered.

• Create data capture tools for quantitative and qualitative measures.

• Work with the partnership to ensure that quantitative data on demographics/socio-economic status for local population and target beneficiaries from appropriate /secondary sources is routinely collated and analysed in comparison to scheme delivery.

• Provide ‘critical friend’ support throughout the delivery stage.

• Ensure relevant data and evidence is being collected and analysed to meet National Lottery Heritage Fund requirements and the requirements of other funders as necessary.

• Provide creative action-centred evaluation for delivery stage with stakeholder groups, using a suite of professional formative evaluation tools that will inform the project learning and strategy development.

• Provide regular updates on the progress of the work and to attend annual meetings of the Ynys Cybi Landscape Partnership, with allowances for additional contact when needed

• Produce an interim delivery report and review that incorporates feedback from stakeholders and observations on key successes, outputs and improvement recommendations that will inform the remaining delivery stages.

• Produce a summative evaluation report that identifies successes, outputs and outcomes against the key purposes of the scheme and its objectives.

The following question was submitted and asnwered in Welsh
Good Afternoon, Parts 6 and 7 refer to the outputs during 2023 and 2024. Paragraph 7.2 refers to "providing weekly reports" and "attending regular meetings". In order to allocate appropriate resources please can you provide more detailed guidance on the expected inputs for the support expected during this element of the formative service?
Answer
Good afternoon, This is something I would discuss with the successful company but I would expect at least a monthly meeting to give guidance to officers and partnership with a quarterly report outlining strengths / weaknesses / areas for improvement. Hope this helps
