Abstract

This tender was conducted for the provision of Engine Overhaul & Repair Services for Class 170 & 171 Diesel Multiple Unit (DMU) vehicles. All overhauls considered are to be undertaken in line with EMS-PRO-171-4001, Issue 1, GTR - Class 171 Engine Raft Overhaul Specification. The procurement was undertaken in accordance with the Utilities Contract Regulations (UCR 2016) and utilised The Railway Industry Supplier Qualification Scheme (RISQS) as a means of pre-qualification to shortlist potential providers. The following approach was undertaken: Identification of the relevant suppliers via RISQS. Expression of Interest (EOI). Issued via RISQS to applicants with the intention to be shortlisted for the tender stage. Invitation to Negotiate (ITN). Issued via the Delta e-sourcing portal. The Contract was awarded to the Service Provider that submitted the Most Economically Advantageous Tender. The Contract has been awarded for a duration of 58 months with optional extension provisions.

Govia Thameslink Railway (GTR) undertook a negotiated tender process to procure a service provider for the Engine Overhaul & Repair Services of their Class 170 & 171 Diesel Multiple Unit (DMU) vehicles. The contract considers 53 complete engines rafts (44 currently in service and 9 Porterbrook owned spares) on a rolling programme over a period of 58 months. All the overhauls considered are to be undertaken in line with EMS-PRO-171-4001, Issue 1, GTR - Class 171 Engine Raft Overhaul Specification.
