The Guinness Partnership Limited (TGP) and all of its subsidies are seeking to establish a framework of suppliers to provide Pest Control Services to TGP, other companies in the TGP Group and other third party framework users.
The primary aim of the service is the eradication and prevention of pests, both in communal areas and within resident properties. In the main, the services will be on an ad hoc basis as required, however in some areas a scheduled service on a monthly basis as a minimum may be required.
The framework term will be for four years and is to be divided into seven geographical lots.

List and brief description of conditions:
The supplier must be affiliated to either of the two Pest Control Associations, (BPCA / NPTA) or equivalent. The successful supplier(s) will be required on an annual basis to provide and / or update technician certification to demonstrate each of the technician’s qualifications and aptitudes in the Pest Control techniques and processes.

This contract will be managed by Key Performance Indicators. If there are performance issues, Guinness in its discretion, may formally place the service provider on a performance management plan in accordance with the terms and conditions of the contract. The performance management plan will set out clear actions and outcomes. If these are not met within timeframes set out in the performance management plan, then Guinness may trigger the exit clauses set out in the contract terms and conditions. In the event of a service provider failure, a service provider in another lot may have its contract scope extended to include the lot in which the failure occurred without re-opening competition. This may be transferred wholly into another lot or divided amongst the other lots depending on service provider capacity, price and performance.
Should a supplier become insolvent during the term of the framework, Guinness reserve the right to transfer the scope of that lot to a supplier in another lot without re-opening competition.

• Any wholly owned subsidiaries of any of the above organisations which are contracting authorities.
Other Users (save for those within The Guinness Group) must enter into a Joining Agreement with Guinness before they conclude contracts under the framework agreement.
Potential tenderers should note that Guinness does not guarantee any specific volume of work under this framework arrangement either from itself or Other Users.
Guinness reserves the right to abandon this procurement at any time. Guinness shall not, under any circumstances, be responsible for bidders tendering costs or any other costs or losses arising from such abandonment.
