Abstract

This Market Engagement Questionnaire is being made publicly available to any organisations interested in the provision of an Intensive Family Support Service for South Lanarkshire Council (the Council).

This exercise is intended to provide potential bidders with the opportunity to view and comment on the Council’s requirements if they wish to do so. This builds on a commitment to engage with the market, by sharing information and seeking input from the market to enable us to develop the final Invitation to Tender (ITT) in a fair and transparent manner. This exercise is to ensure that the final ITT provides all tenderers with a clear understanding of the Council’s requirements and help reduce the number of questions that may be raised in the Tender Period. The Council is therefore seeking expressions of interest and engagement with potential bidders, in advance of publishing an Invitation to Tender, for new service provision.

The Council is anticipating carrying out an Open procurement process, publishing the Invitation to Tender during 2024. It is anticipated the contract will be awarded for 3 years with an optional extension of up to a further 2 years.

Potential bidders are invited to complete the Market Engagement Questionnaire attached and submit their responses no later than 09:00 on 31 January 2024. Responses should be sent by email to Louise McNaught – Louise.McNaught@southlanarkshire.gov.uk Reponses received after this date may still be considered for the purpose of informing the ITT.

The Council may hold a Market Engagement event or series of meetings, either face to face or on MS Teams, based on responses from this notice. Participation in the market engagement is voluntary. Potential bidders are not required to provide an answer to every question in the questionnaire.

South Lanarkshire Council (the Council) are looking to commission an Intensive Family Support Service that will support families with young people aged 12 to 18 years.

The service will be delivered to children currently in residential care settings such as residential schools, internal and external children’s houses and foster placements to support children to return to their communities in a safe way. This will involve intensive work with identified young people, to actively work with key stake holders and families to return young people appropriate for their needs to their families or alternative community options. Also, to work intensively to prevent young people aged between 12 - 18 years of age at risk of becoming accommodated. This will involve intensive crisis intervention in a preventative way with young people at risk of accommodation or accommodated on an emergency basis for an intensive rehabilitation to the family home.
