The National Audit Office (NAO) the UK's independent public spending watchdog sought organisations who could deliver Financial Audit Temporary and Permanent Recruitment Services which support the NAO's permanent and temporary audit staffing needs.
The service will be divided into two lots:-
• Lot 1 Financial Audit Temporary Recruitment Services
• Lot 2 Financial Audit Permanent Recruitment Services
Interested suppliers were able to submit a bid for one or both of the lots and it was NAO intention to award contracts to up to a maximum of 5 of the highest-ranked suppliers for each lot (10 suppliers in total).
The contract value for both lots is £12.129m inclusive of VAT and the new contracts are expected to go live by December 2023 for an initial period of 2 years with the option to further extend the term of the agreement for a period of up to two years (on the basis of two periods of 12 months).

The selected recruitment agencies shall be required to perform the services at its own premises or at the NAO's offices in either London or Newcastle.
II.2.4) Description of the procurement
The selected suppliers awarded Lot 1 Financial Audit Temporary Recruitment Services contracts will be expected to recruit temporary financial audit staff for the NAO. The estimated contract values will be a combination of both agency commission and pay for temporary staff.

The Award Criteria
The National Audit Office evaluated submitted tenders using the Most Economically Advantageous Tender (MEAT) methodology with organisations having to pass the following stages:
• Selection Questionnaire - Pass/Fail; Tenderers needed to provide 3 case studies that demonstrated experience in delivering the service in order to pass this section.
• Award Criteria - Tenderers needed to provide a responses to each sub-section and receive a quality score of 75 or more to pass this section.
Then for each tenderer that passed the Selection and Award criteria stage, their overall price was divided by the Award Stage Quality score to calculate the price per quality point and only tenderers who scored the lowest price per quality point overall were awarded the contract for the respective lots.
