We initially opened this Framework for the provision of service for People with Learning Disability and or Autism (PWLDA) under Lot 1. We now wish to add Lot 2 for Older People, People with Physical Disabilities and People living with Dementia (OP/PD/De). We intend to hold a standstill period for the initial opening of this lot 2 only. There will be the opportunity to apply to deliver services under new Pathways (sub-lots) being developed in the service specification. If you are successful in applying for this lot 2 and wish to offer services under these pathways, you will need to apply but will only have to answer questions specific to the pathway(s) you are applying for.

The procurement involves the establishment of a framework agreement with several operators.

Justification for any framework agreement duration exceeding 4 years: This framework agreement is being awarded under the Light Touch Regime and the Council is using the flexibility which allows to have a longer terms and also to re-open the framework agreement to new providers periodically.

The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings maybe brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
