The purpose of the requirement is to provide a range of forest surveys throughout the year. The need for accurate data is essential. We require metrics for evidence (e.g. Audit and certification) and for timber sale purposes. Framework operation description

The framework is for the provision of Forest Surveys. The framework will operate in the following way:

NRW will appoint a maximum of 3 suppliers per lot and per geographcial area to this framework. Each supplier will be ranked in order first, second and third. Tenderers will be ranked according to a predetermined scoring matrix as set out in the Invitation to Tender documentation.

Work will be directly awarded according to the rates of the framework, to the first ranked supplier in the framework. If the highest ranked supplier has difficulty supplying the work they must decline the offer (usually within 2 days), the work will then be offered to the second ranked supplier, and if they decline, the third. This will be done where NRW deem it appropriate, inclusive of but not limited to the following: -

• The primary supplier not having the capacity, resource or time to deliver the requirement

• The primary supplier frequently fails to deliver in line with the framework

• There is a conflict of interest between the primary supplier and the stakeholders involved

• There is a need to increase the skill, knowledge and experience to benefit NRW in future

The ranking of the suppliers will be subject to a monthly review based on key performance indicators. If the highest-ranking supplier does not meet the standards expected by NRW for the duration of the contract, NRW reserve the right to terminate your contract.

In the event that none of the suppliers in a particular lot is able to carry out the work required, NRW reserve the right to approach suppliers in neighbouring lots for their availability to carry out the work.

There are no restrictions as to how many lots a supplier can bid for. Suppliers will be invited to bid for all 8 of the geographical areas across Wales for each lot (detailed below) with a chance of being awarded up to a maximum of 5 areas:
