II.2.4) Description of the procurement
Lambeth Council, acting as lead authority for the London HIV Prevention Programme (LHPP), will shortly be inviting tenders for the Black Heritage HIV Prevention Programme. This is a pan-London commissioning opportunity designed to address the disproportionate impact of HIV on Black African, Caribbean and other Black heritage communities through culturally competent, community-led HIV prevention activity. Scope of the Commissioned Service The Council is seeking a lead provider or consortium to deliver a hybrid model that combines strategic coordination with community-based delivery. The service will include: Pan-London HIV prevention activity targeted at Black heritage communities, aligned with the Do It London campaign Community outreach, mobilisation, HIV testing promotion and linkage to care Partnership working with local authorities, community groups and grassroots organisations Management and administration of a Local Activation Fund to distribute small grants (£2,000–£5,000) to Black-led and community-based organisations across London The programme places a strong emphasis on intersectionality, co-production, cultural competence, and community ownership. Contract value: £275,000 per annum Initial contract term: 12 months Extension: Up to 24 months (subject to LHPP funding beyond March 2027) Total potential value: up to £825,000
