Short description of the contract or purchase(s)
Lee Valley Regional Park Authority has a requirement for a variety of bicycles at the Lee Valley VeloPark.
The Authority will own, fund and manage the VeloPark after the London 2012 Games and once legacy transformation works have been completed.
The Velodrome and the surrounding areas will be transformed into the Lee Valley VeloPark to create a cycling hub for the community and will include a stunning Velodrome with seating for 6,000 spectators, BMX track, one mile road cycle circuit and a mountain biking trail.
The Authority's requirements were broken down into their respective lots to ensure competition was maximised and Value for Money was achieved.
The 4 lots together are detailed below:-
LOT 1 - Supply of Track fixed Gear Bikes (including tandems)
LOT 2 - Supply of Road Bikes (including tandems)
LOT 3 - Supply of Hard Trail MTB'S
LOT 4 - Supply of BMX Bikes
Additional Bicycle Purchases
It is a main requirement that the Authority will be able to purchase bicycles of the same specification, or an improved specification, at the contract price throughout the duration of the contract.
Ad hoc Purchase of Spare Parts
It is a main requirement that the Authority will be able to purchase spare parts fit for purpose and to the same specification or an improved specification, at the contract price throughout the duration of the contract.

Additional Information
The initial term of the Contract(s) will be let for a three (3) year period, with a provision for the Authority to extend the agreement(s) at its discretion where it is satisfied with the Chosen Supplier(s) performance. If satisfactory performance has been delivered the Authority may extend the contract(s), annually, under the same contractual terms and conditions, for a further two (2) years.
The contract award date for Lot 3 (Supply of Hard Trail MTB'S) was 01st May 2013.
The Authority did not receive any tenders for Lot 4 (Supply of BMX Bikes). Therefore, the Authority will now use the negotiated procedure without prior publication of a contract notice (in accordance with Regulation 14 (a) (ii)) to proceed with the award of Lot 4.

Lodging of appeals
Lee Valley Regional Park Authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to Tenderers. This period allows unsuccessful Tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from the contact details provided in section 1.1 of this notice. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages.
