Abstract

The Bedfordshire, Cambridgeshire and Hertfordshire Police Crime Commissioners have cause to recover/remove approximately 17,000 vehicles per annum (including motorcycles, trailers and plant), which have been involved in, but not limited to:

— a collision or break-down whereby police have invoked their statutory powers of removal or a member of the public has asked for assistance to recover their vehicle;

— a crime for which forensic/mechanical examination is required;

— an offence for which police have the power to seize the vehicle;

— parking irregularities (criminal offences only);

— a special circumstance (e.g. safe keeping of property, decanting between forensic sites or an emergency situation).

Total quantity or scope

Based upon historic volumes, it is estimated that there will be a combined requirement during the contract term to recover/remove 17 000 vehicles per annum across the counties of Bedfordshire, Cambridgeshire and Hertfordshire.

Due to the number of recoveries/removals and the need to meet specific response times, the geographical areas of Bedfordshire, Cambridgeshire and Hertordshire will be divided into Lots. It is the intention that each of these Lots will be awarded to one (1) Operators to ensure coverage and resilience.

Lots have also been created for those parts of the M1,M11 M25 and A1(M) motorways that run through Hertfordshire and Bedfordshire and Cambridgeshire. In respect of these motorway lots the attention of respondents is drawn to the following.

Recovery of the vehicles from both carriageways of these motorways will be the responsibility of the operator awarded the appropriate motorway lots and not the operator awarded the lot covering the area through which the motorway runs. For the avoidance of doubt, that part of the A1 that runs through Bedfordshire and that part that of A14 that runs through Cambridgeshire is not classified as a motorway. Vehicles recovered from the motorway that are not the subject of a Police lead incident will become the responsibility of the Highway Agency. These motorway Lots will be allocated to either one (1) Contractors.

Operators may bid for one or more Lots.

The fees to be charged by operators for the recovery and storage of road vehicles are dictated by statute. A Management Fee will be levied on operators by the contracting authorities for the majority of vehicle recoveries.
