Abstract

This OJEU contract award notice gives notice of the procurement of a public contract.

The London Borough of Richmond upon Thames (the ‘Contracting Authority’) is a host city for the Rugby World Cup 2015.

It is a requirement of Rugby World Cup 2015 (the ‘RWC’) that each ‘host city’, of which the Contracting Authority is one provides at least one Fanzone which can accommodate up to 5 000 supporters. The Contracting Authority will have one official Fanzone site located in Old Deer Park, Richmond.

The Fanzone will be in place from approximately 16.9.2015 until the final at Twickenham Stadium on 31.10.2015. The Fanzone will be a mixture of marquee and open spaces and on match days there will be entertainment, alcohol and food provision, toilets and large TV screens. Subject to relevant permissions and licensing arrangements, the Fanzone will be open for all England matches and for a minimum of 10 games. The Council intends for the Fanzone to be open for 19 games on match days and for the site to be open on 8 designated Festival Days when no matches are taking place.

The Contracting Authority appointed an Economic Operator for event management and production services for the RWC Richmond Fanzone (the ‘Richmond Fanzone Services’), a public contract for event management and live production services. In addition to the aforementioned services the Economic Operator will also be required to provide the necessary stewarding and security services.

The Economic Operator is required to provide all elements associated with live production for the Fanzone including (but not limited to):

— Audio;

— Visual;

— Power;

— Temporary structures;

— Stage management;

— Rigging; and

— Communications.

The Contracting Authority will work in partnership with the chosen Economic Operator to identify and maximize commercial opportunities on non RWC event days (‘Festival Days’). The Economic Operator will be responsible for engaging and/or managing third party operators to optimize income generation on the festival days.

The contract was awarded on 27.5.2015.
