Abstract

NHS Hardwick Clinical Commissioning Group (lead commissioner), NHS Erewash Clinical Commissioning Group, NHS North Derbyshire Clinical Commissioning Group and NHS Southern Derbyshire Clinical Commissioning Group seek to jointly commission Continuing Healthcare Services, on a ’Derbyshire wide footprint’.

The Clinical Commissioning Groups (CCGs) have a statutory duty to meet the requirements of the Health and Social Care Act (2012) including the provision of NHS Continuing Healthcare and NHS Funded Nursing Care. This is undertaken by assessing, reviewing and case managing patients who are their responsibility where they have been identified as likely to be eligible for NHS Continuing Healthcare, or a joint funded package of care or are placed in a nursing home and are eligible for receipt of Funded Nursing Care.

The CCGs have developed a service specification in light of the NHS England 5 Year Forward View and in the context of the strategic vision of the CCGs within Derbyshire. The service specification will be reviewed as the Sustainability and Transformation Plan (STP) develops across Derbyshire and Derby City. The principles of which are for a seamless health and social care service, which is person centred, promotes independence and is delivered as close to home as possible. In order to achieve this there will be a focus upon ‘place-based systems of care’ and working in collaboration and partnership across organisations.

In relation to Children and Young People (C&YP) the CCGs are key partners in the Derbyshire and Derby City Children and Young People Strategic Partnership Boards, Children’s Trust and Derby and Derbyshire Safeguarding Children Boards (LSCBs). The CCGs have joint commissioning arrangements in place primarily in relation to C&YP with complex health and social care needs.

The contract will be for an initial 36 months, with the option to extend for a further 24 months. The anticipated contract start date is 1.4.2017.

Moving forward the CCGs intend to transfer the commissioning of Learning Disabilities and Autism to Derbyshire County Council and Derby City Council to support transforming care. To this end, Bidders should be aware that after the award of contract, dependent upon agreement with Derbyshire County Council and Derby City Council, there is a possibility that the successful Bidder may be offered a variation to the contract to exclude Learning Disabilities and Autism services covering Derbyshire County Council and Derby City Council, in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015.

Furthermore, the service specification will be reviewed by the CCGs as the Sustainability and Transformation (STP) develops across Derbyshire. Bidders should be aware that after the award of contract, dependent upon agreement within the Derbyshire STP footprint, there is a possibility that the successful Bidder may be offered a variation to the contract, in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015, for provision of Continuing Healthcare Services covering the Derbyshire STP footprint.

To express your interest in this procurement and to obtain further information please follow the instructions detailed within the relevant sections of this notice.

The procurement process will follow a pseudo Open procedure on a voluntary basis. The Public Contracts Regulations 2015 apply to the conduct of this procurement exercise. However, neither the use of the term Invitation to Tender nor any other indication shall be taken to mean that the CCGs intend to hold themselves bound by any of the Regulations save those applicable to the Light Touch Regime Services.

This is a notice for social and specific services in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 74; specifically Health and social services.

Any supplier may be disqualified who does not respond to the following in the requisite manner:

1) Entering general supplier information. Attain utilises the Cabinet Office Supplier Information Database (sid4gov) to manage and assess general pre-qualification information in the form of a profile.

Sid4gov has been developed by the Cabinet Office following agile development principles to provide a replacement for sid4health in the 1st phase, with subsequent developments planned to improve the scope of the questions, scope of user access and integration with other eEnabled applications. The future vision is to create a single supplier registration portal that will provide 1 place for suppliers to register and provide information for procurement in support of management information requirements and responses to tenders across the public sector. This portal will also provide public sector buyers with a single place to access supplier related information in support of market engagement and procurement processes.

Candidates are requested to provide their profile in sid4gov.

In order to access sid4gov for the 1st time, you will need to register, providing your individual and organisation details including the relevant DUNs number. The use of a DUNs number is mandated for registration and will support identification of suppliers across all eEnablement applications. This will help government to improve data quality throughout procurement and is a key enabler of the policy for transparency. It will also assist in the future development as we integrate across other applications in support of a single registration process. There is no cost to suppliers in registering for sid4gov or getting a DUNs number.

Candidates should ensure all the mandatory fields of their sid4gov profile are completed. Failure to comply with the completion of all mandatory fields could result in the elimination from the procurement process. Please note D&B data will be supplied automatically by D&B.

Candidates must publish at least 1 validated profile to make their profile available for buyers to view generally.

Please register on sid4gov at: https://sid4gov.cabinetoffice.gov.uk

For further guidance please visit the following link: https://sid4gov.cabinetoffice.gov.uk/login

For further assistance about sid4gov please contact the support team at: support@nqc.com
