Inspire 2 Achieve is a 3 year Project supported via the East Wales ESF programme; Priority 3 Youth Employment and Attainment Specific Objective 2 - To reduce the number of those at risk of becoming NEET, amongst 11 - 24 year olds.
The project as a whole will be delivered across Cardiff and in conjunction with beneficiaries such as Newport, Monmouthshire and the Vale of Glamorgan across the East Wales region.
Outputs include engaging with 1500 participants in Cardiff across the life of the project and, for a high percentage of these, reducing the NEET risk. The project will both complement and strengthen Youth Service provision within the local authority.
To this end, the City of Cardiff Council would like to invite expressions of interest and suggestions of delivery models that will support participants, specifically aged between 11-16, by meeting the specific project objective of 405 participants gaining a qualification upon leaving. Specialist and main stream qualifications will be required throughout the life of project to meet the needs of the participants.
Potential suppliers will be expected to meet, but are not limited to, the following requirements:
- Be able to offer a range of accredited qualifications suitable for school year groups 7 through 11 i.e. Key Stages 3 – 4.
- Offer qualifications that are accredited and recognised within the Credit and Qualifications Framework for Wales.
- Offer qualifications that can be delivered and achieved, on average, within a time period of one school term i.e. 12 weeks. As such, participants should be able to access any qualification on a rolling timetable within the academic school year.
- Ensure delivery of any identified qualifications be readily adaptable i.e. available via both traditional and alternative schooling arrangements e.g. school, EOTAS, PRU or via suppliers own delivery site. This is due to the fact that a large percentage of the referred participants are expected to be step 4 /5 i.e. learners currently educated off site.
Volumes of learners will vary from individual participants through to small group work, dependent on need and availability of the participant. The authority expects quarterly volumes of participants to not exceed 100.
The Authority invites the market place to inform our procurement process and to this end would welcome written submissions or case study details from potential suppliers, as the Council is keen to understand how organisations undertake these services elsewhere in the market place. This will ensure that the Council considers the widest range of solutions available, informing our longer term strategy.
Please note, as the Authority may use the information gathered to shape the procurement process for this project, commercially sensitive information should not be disclosed. Participating in this market sounding exercise will not guarantee short-listing at a later stage in the procurement, and the Authority reserves the right not to proceed with the procurement process. The Authority will not meet any costs incurred by any party in responding to this notice.
Responses should be no more than 1000 words and will need to include:
- The potential options for meeting the above requirements;
- A maximum of 2 Case studies to support solutions;
- Any other factors considered relevant.
