TEO aim to appoint a Contractor to assist them in delivering Action B4 of the EAP on Tackling Paramilitary Activity, Criminality and Organised. The Project is split into 2 phases with the 1st phase involving the development of 8 costed Transition Plans. Under this phase of work, the Strategic Partner will be required to undertake a comprehensive co-design and stakeholder engagement process in 8 geographically identified areas and develop an associated transition plan for each of the 8 areas. The transition plans will set out the priority issues underpinning the continued influence and coercive control of paramilitarism in each area, along with costed proposals on interventions to address these issues and delivery timescales. The 2nd phase of the project will be the implementation stage including the requisite oversight, co-ordination, monitoring and reporting on progress.

The Competitive Procedure with Negotiation has been chosen for the following reasons; Open or Restricted procedures without negotiation may not lead to satisfactory procurement outcomes.. The project includes information that is security sensitive and this information will only be issued to bidders who are deemed suitable following the Selection Stage. Whilst TEO are able to detail the majority of the requirements for the contract, there are a number of elements that cannot accurately be defined at the tender stage and may be subject to negotiation. These elements will be clearly detailed within the Invitation to tender documents..
