Abstract

East Herts Council is procuring a supplier based on a competitive dialogue process with the aim of entering into a Design, Build, Operate and Maintain contract for the Authority's leisure facilities. Grange Paddocks Leisure Centre (Bishops Stortford) has surpassed the life span originally expected, and is now in need of replacement and closure. The Authority requires the supplier to design, build, and then operate and maintain the new centre. Once it is complete and ready to open the existing leisure centre will be closed. There is a joint use centre Leventhorpe (Sawbridgeworth) to the south of Bishops Stortford, that the Authority and school wish to discuss as part of the procurement process. The Authority requires a Supplier to develop further the existing proposals for enhancements to the existing Hartham Leisure Centre (Hertford), and manage this centre during all development works. The joint use centre, Fanshawe, as part of Chauncy School, is just outside Hertford (Ware). The school is currently exploring a local delivery approach led by the School and may wish to include this as part of the procurement process. The Authority currently manages a further joint use facility; Ward Freman in Buntingford, and this is within the scope of the contract. The Authority wishes the supplier to consider investment to enlarge the centre's gym.

VI.3) Additional information

The Council is committed to developing its leisure facilities at Grange Paddocks and Hartham. Our original plans were to use a single procurement route to market for a design, build, operate and maintain contract. However, given the sensitivities of the sites being in the Green Belt and Hartham being within a Conservation Area, coupled with a change in the market position where by we received a low number of expressions at the SQ stage; the Council has decided to cease the DBOM contract and will proceed with the "Design and Build" elements of the project in-house. We will advertise the leisure operating contract for all sites in due course and we will share the procurement timetable and new procurement documents as soon as they become available.
