Explanation
As per the previously published Prior Information Notice (13.9.2017) Portsmouth City CCG have direct awarded an interim contract to Portsmouth Primary Care Alliance (PPCA) for the Integrated Primary Care service to ensure the seamless delivery of primary medical care across the traditional in-hours and out-of-hours periods will be key to enabling effective, efficient, and safe primary medical care to the registered patients of Portsmouth. The interim (18 month with optional 6 month extension period) delivery of an integrated primary care service by the PPCA will enable improved patient safety, create greater efficiencies, increase quality of care, test new delivery models and reduce clinical risk. As outlined in the PIN and to summarise the Direct Award was made due to the following reasons:
— Improved Handover of Care by utilising an integrated, single IT system, and embed integrated working practices with GP surgeries by adopting a scaling up and scaling down of care provision over a 24 hours period.
— Integrated IT System, The use of the SystmOne module to give clinicians read / write access to patients’ clinical notes within the city is deemed a crucial requirement of the integrated primary care service to enhance patient safety and quality of care, whilst also mitigating clinical risk for clinicians working within the service.
— Integration with Member GP Practices, the PPCA has, through its membership role and delivery of AVS and enhanced access services, demonstrated credibility in integrating service provision with member GP practices and can utilise existing engagement mechanisms to develop further integrated working at pace.
— Workforce, the PPCA is a membership organisation comprised of GP practices within Portsmouth and can therefore effectively co-ordinate local, and external, primary care professionals to work across the in-hours and out of hour’s periods.
— Continuity in Developing New Models of Care, the PPCA has already begun testing elements of acute visiting and GP enhanced access; continued provision with the PPCA would ensure enhanced clinical safety whilst helping to sustain and embed the learning and development achieved to date. Following a transparent, compliant and auditable due diligence process a robust contract has been implemented starting June 2018.
