II.2.4) Description of the procurement

Following the publication of Qualifications Wales' report on the sector review of qualifications and the qualification system for construction and the built environment which identified a need for the development of a new set of bilingual qualifications for learners aged 16 to 19 in Wales, including qualifications to be used within apprenticeships, for first teaching from September 2021, we consulted on the options for reform in the review and have subsequently published a proposal to restrict the following descriptions of qualifications to one form each:

Foundation qualification in Construction

After the 3 August 2018 deadline for representations regarding the proposed restriction, we will review any representations made. Depending on the outcome of this notification, we propose to publish a determination to restrict. We would then start the commissioning process to appoint an awarding body /ies by June 2019 to work with us to develop high-quality qualifications in construction and the built environment.

Prior to the publication of any notice to restrict, we wish to engage with parties interested in the opportunity to help inform the requirements for the commissioning process.

We will be arranging conference calls with potential bidders to take place between 28 August and 7 September. We will provide a copy of the areas we would like to discuss in advance of the calls.

Only awarding bodies recognised by Qualifications Wales will be able to deliver this contract therefore interested parties must either already be recognised awarding bodies or achieve recognition by Qualifications Wales within a period starting from the notification of intention to award a contract. The period for achieving recognition will be confirmed in the contract notice should we proceed to tender.

Participants in the pre-tender engagement will not be committed to taking part in any subsequent tender exercise.

Should we proceed to the formal procurement process, we will publish another notice (anticipated to be October 2018) and we will run the process using the electronic tender system etenderwales (https://etenderwales.bravosolution.co.uk).

Eligible organisations that do not participate in the pre-tender engagement will still be able to participate in any subsequent tender exercise.
