The contract will run from EARLY 2015 (TBC).
Cardiff Council is lead sponsor for the Butetown regeneration programme. This is an ERDF (European Regional Development Fund) funded programme and the evaluation will need to provide the Council, the funders and other stakeholders with a comprehensive analysis of how the project has met its funding targets and programme objectives, its effectiveness in achieving the aims and objectives set out in the Business Plan as well as identifying the overall impact of the scheme.

2.0 BACKGROUND
2.1 Butetown Context
Butetown’s position within Wales’ capital city, located between the city centre and the regenerated bay waterfront, should ensure its prosperity. However despite growth within Cardiff and South East Wales, Butetown remains an area of deprivation where mixes of economic, physical and social issues exist.
Butetown contains some of the oldest commercial areas in the city, a legacy of days when Cardiff was one of the busiest ports in the world and Butetown housed a vibrant multicultural community who worked in the docks and surrounding industries. This diverse community still exists today but the mass of industry has declined leaving behind high unemployment, limited opportunities and a poor quality environment.
Although one of the most deprived neighbourhoods in Wales, there is diversity within the Butetown ward itself where large scale redevelopment has taken place on the waterfront area but with limited trickle down or spill over effects for the local community of the Butetown estate area.
The inequalities within the Ward are shown using smaller geographical areas which provide a better understanding of deprivation at a local level. The Butetown estate falls within a Lower Super Output Area
