Abstract

North East Essex Clinical Commissioning Group had made the decision that working with an alliance of providers will be the best solution to provide an affordable, sustainable, proactive and preventative primary care — care home enhanced service.

This service required providers to work at-scale to develop a sustainable and effective enhanced service for care home residents (nursing and residential) in North East Essex to ensure the provision of an above GMS core, proactive and preventative primary care service in the Colchester and Tendring areas. The aim of the service is to reduce the workload for GP practices and improve the health outcomes of nursing and residential care home residents in North East Essex, leading to a further reduction of dependence on other health and social care services.

North East Essex Clinical Commissioning Group had sought expressions of interest from suitably qualified providers who could evidence their ability to make the commitment to collaboration in an alliance way of working and who can evidence that they have the necessary experience in multi-disciplinary integrated care; with capacity and capability to commence the service in May 2019; ability to work with other statutory providers; and capable of financially holding and managing the scale of risk through a degree of income risk share to express an interest by completing and uploading an expression of interest form by the submission deadline.

An advert commencing market engagement had been published by the CCG on the Contracts Finder website in September 2018, and engagement with the market had been fully underway since then. The CCG and provider(s) would work collaboratively to ensure delivery of the alliance objectives and the standards and outcomes of the care home enhanced service. The alliance would be underpinned by an overarching alliance agreement, which the partners would agree, to align clinical and financial drivers.
