Abstract

The service provider will design, manage and implement a programme of technical assistance (TA) to support the three outcomes of the SSRP programme:

(i) Progress of PA on improved fiscal stability;

(ii) Increased effectiveness of service delivery;

(iii) Increased transparency and accountability for management of public finances.

The TA will focus on building the capability of the PA to deliver on three output areas:

(i) public administration reform, including institution-building at the centre-of-government to strengthen policy, planning and communications, to underpin government effectiveness and improved service delivery in specific line ministries (e.g. health and education);

(ii) public financial management (PFM) reform to underpin fiscal stability, and reduce the fiduciary and corruption risks associated with financial aid, this will draw heavily from the PA’s PFM Strategy (2017-22);

(iii) Revenue reform, to strengthen tax enforcement and improve the business environment.

The TA should deliver the three output areas in a way that supports the programmes two education and health outputs, which are delivered through financial aid, which is managed directly by DFID and delivered through the EU PEGASE mechanism:

(i) Front-line education and health workers supported through salary provision by DFID;

(ii) Service delivery [in education and health] supported by DFID.

The Stability, Services and Reform Programme (SSRP) is aligned with UK objectives and aims to support the PA meet the challenges ahead.There are three components this procurement is for the Technical assistance component.The service provider will design, manage and implement a programme of technical assistance (TA) to support the Palestinian Authority to Build Stability, Deliver Services and Promote Reform in the Occupied Palestinian Territories.

Description of options:

Contract duration is 30 months from Contract Award with the provision to extend by up to 18 months at the discretion of DFID, subject to satisfactory supplier performance, ongoing programme need and availability of additional funding. The Contract will be subject to review points throughout which are fully described within the Terms of reference (TOR). The maximum amount for the 30 months is 7.9M GBP with a possible additional 4.6M GBP for the extension period.

The contract will be governed by English Law. Prices must be quoted in GBP. All payments for the contract will be made in GBP Sterling.
