VI.3) Additional information
The Department of Finance (DoF) was prevented from concluding the contract award for the above competition due to the receipt of a writ challenging the design of the tender competition. The department has taken legal advice and is now re-considering the design of this competition, including whether a collaborative framework is the most suitable vehicle for the provision of the service. For that reason, the department has decided to abandon the current competition and to recommence another, after consulting with the market on various points.

CPD will comply with the Public Contracts Regulations 2015 and, where appropriate, will incorporate a standstill period (i.e. a minimum of 10 calendar days) at the point information on the award of contract is communicated to tenderers. That notification will provide full information on the award decision. This provides time for the unsuccessful tenderers to challenge the award decision before the contract is entered into.
