VI.3) Additional information
Citizen's Estates and Services Team are the main provider of ground maintenance and cleaning services to Citizen. A large proportion of the work undertaken is reactive in nature, i.e. there can be no guarantee in terms of frequency or demand, therefore the provision of skips will in turn be on an ‘as needed’ basis. Although an ‘In house’ provider, estates and services team performance is measured and the services provided are meticulously monitored in terms of its quality, timeliness and cost. As such, the service being tendered will be integral to estates and services team performance, therefore potential bidders need to ensure that they fully understand the environment in which estates and services team operate and be both able to demonstrate their relevant experience of and be prepared to fully engage with estates and services team in the delivery of exceptional services. In brief, the services can be defined as ‘reactive’ and ‘fixed’. The ‘reactive’ element of the service will involve the efficient and timely supply and removal of skips upon demand. Suppliers’ flexibility will greatly aid estates and services team in their aims to provide services to the wider Citizen Housing Group. Primarily, the reactive element of the project will be coventry-based, i.e. on the whole it will involve the swift delivery and removal of skips across the areas covered by post codes CV1 — CV6. However, there may be the need for services to other areas such as Birmingham, Hereford and Worcester in which the Group operates or to properties in which Citizen has a contractual or other vested interest. Estates and Services Team also require the maintenance of a number of ‘fixed’ skips. These will be delivered to and removed from our St James’ Lane facility. The waste, which is produced by estates and services team, consists mainly of builders waste deposited into segregated skips: general builders waste/gypsum and plaster waste/glass waste/metal waste. The fixed skips will be delivered and removed (when full) in an agreed timeframe, compliance with the agreed timescales will be the essence of the agreement. Disposal of paint and wood will be determined following the tender. Citizen may wish to extend the service into other geographical areas to cover properties in which the Group has vested interest or other contractual interest, throughout the duration of the agreement.

Citizen Housing Group will incorporate a minimum 10-day calendar standstill period at the point information on the award of the Agreement is communicated to tenderers. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Generally any such action must be brought within 30 days from the date the aggrieved party knew or ought to have known about the alleged breach. Where the agreement has not been entered into, the Court may order the setting aside of the award decision or order Citizen Housing Group to amend any document and may award damages. If the agreement has been entered into the Court may only award damages or may in certain circumstances declare the agreement award to be ineffective.
