Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
Due to the Covid-19 pandemic, the main contractor took the decision to furlough all its staff for a period of 10 weeks.
Whilst works on site has now restarted, it is clear that the facilities will not be ready on time for the start of next academic year, thus putting the Council at risk of failing its statutory duty to provide the sufficient number of school places. It is a direct award via the NHS SBS framework.
