Explanation
There are changes that are taking place, both in regards to legislation and policy which will affect local strategy. Over the next 24 months it is anticipated that the following will be rolled out:
Domestic Violence and Abuse Bill 2020 – after significant delays in 2019 due to Brexit and the suspension of Parliament the Domestic Violence and Abuse Bill should be making its way through Parliament this year and should change the national response to tackling domestic abuse and place new statutory duties on local authorities to provide support. Also, we do not know what impact or delay the Government’s Covid-19 response may have on the bill this year.
MHCLG consultation: Future delivery of support to victims and their children in accommodation-based domestic abuse services in England May-August 2019 — the consultation proposals will be legislated through the Domestic Abuse Bill with the intention that funding be in force from April 2021.
Outcomes of two recent Department of Communities and Local Government (DCLG) Consultations: Funding for Supported Housing https://www.gov.uk/government/consultations/funding-for-supported-housing-two-consultations#history
Improving Access to Social Housing for Victims of Domestic Abuse https://www.gov.uk/government/consultations/improving-access-to-social-housing-for-victims-of-domestic-abuse
The Homelessness Reduction Act 2018 came into force 3 April 2018 and the full impact of this on domestic violence will need to be evaluated locally secure tenancies (Victims of Domestic Abuse) Act 2018.
Universal Credit – rolling out in Hackney October 2018.
London Mayor’s Violence Against Women and Girls Strategy 2018-2021. 9 March 2018 https://www.london.gov.uk/mopac-publications/mayors-violence-against-women-and-girls-strategy-2018-2021.
Violence Against Women and Girls (VAWG) Strategy for Hackney 2019-2022.
All of these will directly impact this particular client group and provide us with more knowledge around the needs in the local area.
This will allow time for any reviews of the impact there might be from these Acts, whilst ensuring service continuity and consistency with minimal disruption to vulnerable users.
Going out to tender during the current pandemic is not viable for suppliers especially as domestic violence services are under intense pressure with the press reporting that three times as many women have been killed by men in the lockdown.
