Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
In response to the Covid-19 pandemic there was an immediate and urgent requirement to provide staff with the necessary equipment to mobilise working remotely. Due to the urgent nature of this requirement it was justified that this contract be awarded without a competitive process. This is in line with Regulation 6 (1)(a) of the Procurement (Scotland) Regulation 2016.
