The specific aim of this service is to provide good quality, safe, temporary refuge accommodation and housing support for people with or without children who are at risk of, or fleeing, domestic abuse. This service is considered specialist as it will provide safe accommodation for people and their children fleeing domestic abuse at an address not known to the perpetrator of that abuse, or their associates. This may be on an emergency basis, or when the abuse has escalated to a point where it is perceived by the victim of that abuse. that remaining in their own home is no longer feasible.

VII.2) Information about modifications
VII.2.1) Description of the modifications
Extend to 1 April 2021 and add two additional refuge worker posts to the contract.
VII.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The current contract is due to end on 30 September 2020. The Council began preparing for the re-tender of this project in April 2019. The proposed tender timetable was to issue the tender documents at the start of April 2020. However, due to the Covid-19 outbreak, it has not been possible to issue the tender as expected. Covid-19 has impacted both the ability of the likely providers of this service to respond to a tender process in light of the challenges they are currently facing, as well as created pressures on ESCC staff who would be conducting the tender. Covid-19 is an unprecedented global pandemic, and the occurrence of Covid-19 together with the consequential impact on this tender process could in no way have been foreseen by the Council or any other diligent contracting authority. The additional posts are required to best support the refuge population that have substance misuse and mental health needs.
