Abstract

HIAL requires a suitably qualified and experienced supplier to provide an integrated HR and payroll system on a cloud based or supplier-hosted basis to manage a number of key activities across all HIAL sites, whilst offering best value in the expenditure of public funds. The purpose and aim of this contract is to have a fit for purpose integrated HR and payroll system in place which will reduce the time HIAL spends on administrative duties and make efficiencies in running costs, leading to both time and cost savings in the management of HR/payroll processes and data.

The integrated HR and payroll system must offer functionality covering:

— core HR management functions including self-service facilities,

— time recording for the purposes of absence and Payroll management,

— payroll management including ePayslips.

HIAL currently has no overarching HR management system in place and operates predominantly paper-based systems. Payroll is currently managed and administered through Sage.
