The Provision of Display Energy Certificates (DEC’s) and Advisory Reports (AR’s) within Blaenau Gwen

Description of the goods or services required

To ensure that Blaenau Gwent County Borough Council are compliant with the Energy Performance of Buildings Regulations, which requires buildings that are occupied by a public authority and are frequently visited by the public, with a floor area of 250m2 or above to have a valid Display Energy Certificate to be publicly displayed. A Display Energy Certificate must be accompanied by a valid Advisory Report which contains recommendations for improved energy efficiency and energy performance of the building.

The purpose of this tender is to commission the services of a suitably qualified and experienced company (who is a member of an accredited scheme) to assist the Authority with its obligations under the Energy and Performance of Buildings Regulations.

We are seeking to commission a company that will be able to review the Authority’s current extensive portfolio of properties (inclusive of schools and corporate buildings) and their current energy efficiency and energy performance in order to provide advisory reports and recommendations for energy savings in regards to energy efficiencies and performances for buildings within the Borough.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the Authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included within this opportunity are:-

Bidders will be required to demonstrate their previous approach/experience in delivering Community Benefits and are required to submit a Method Statement in the form of a “Community Benefits Plan” setting out how they will incorporate and deliver “Community Benefits” through this appointment. Please note this WILL not be scored but may form part of the Terms & Conditions of this project.
