PTO Design Tender WaveSub Full-Scale

Description of the goods or services required
Marine Power Systems (MPS) is developing flexible ocean energy extraction technology that can harness wave energy (WaveSub), wind energy (WindSub) and combined wind and wave energy (DualSub). All the machines share a common floating platform technology developed by and proprietary to MPS that has cost and deployment advantages over other floating platform approaches.
This work package is focused on the preliminary and detailed design of the Power Take-Off (PTO) system for a full scale WaveSub prototype device. The PTO system for the full-scale prototype WaveSub will be rated at 1.5MW and will feature a hydraulic primary system, ultimately exporting grid compliant electricity. The WaveSub prototype machine will be tested in real sea conditions in 2022/3.
A contractor is being sought to design the PTO system, including specification of the hydraulic, electrical and control aspects. Support will also be needed to develop a representative simulation model of the PTO system to assess the performance and acceptability of the solution. Relevant standards and regulatory requirements are to be identified and agreed at the beginning of the preliminary design phase.
There are also tasks later in the project which transfer the learning from the detailed design of the fullscale prototype PTO system to the design of the first Production Intent machine.
The detailed scope is provided in the WaveSub PTO Work Package document (D-WPAC-16) plus supplementary supporting documentation, which will be provided to applicants on completion of an NDA.

Total quantity or scope of tender
This work package is to support the one-off prototype full scale WaveSub device. Tasks will be split between preliminary design, detailed design and some initial manufacturing related tasks for the PTO system. At the end of each phase there will be review and sign off activities required, prior to progressing to the next phase of the project.
After the completion of the detailed design phase, the learning from the detailed design of the fullscale prototype PTO system to the design of the first Production Intent machine.
Manufacturing, assembly, commissioning and sea trial testing are outside the scope of this work package and will be covered in subsequent, separate tenders.

3 Conditions for Participation

Minimum standards and qualification required
The applicants must evidence their capability in the following areas:
• Design & development of hydraulic PTO systems for marine renewable energy devices, preferably for full scale wave energy convertors operating in real sea environments.
• Real time control system design and development for PTO systems.
• Electrical system design and development for PTO systems.
• Simulation of complex hydraulic PTO and wave energy capture systems.
MPS also request the following information and evidence to support applications:
• Suitability of the proposed simulation approach, evidence the model provides accurate representation of the physical systems.
• Applicants to demonstrate appropriate quality, health & safety and environmental standards are maintained in the organisation, for example by providing evidence of relevant ISO standard accreditation (or equivalent).
