Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
A situation of extreme urgency exists in the UK and across the world in the context of the Covid-19 pandemic. Following recent successful clinical trials, dexamethasone has been identified as one of the drugs of choice for the treatment of severe cases of Covid-19. The contracting authority has identified suppliers that are ready, willing and able to supply dexamethasone and must move quickly to secure this supply in order to protect public health. At this time, the timelines for the open procedure, restricted procedure and the competitive procedure with negotiation (even where accelerated) cannot be complied with.
