In response to the Covid-19 pandemic, Walsall Metropolitan Council urgently procured disposable nitrile gloves to help protect key workers to help prevent the spread of the virus. Walsall co-ordinated the purchase on behalf of Birmingham City Council, Dudley Council, Shropshire Council, Telford and Wrekin Council, Warwickshire County Council and Wolverhampton Council.

In total, the Council procured 3 3030 000 disposable nitrile gloves on behalf of all seven Councils. These were broken down in to 3 370 pack of 100 small, 18 900 pack of 100 medium, 10 270 packs of 100 large and 490 packs of 100 XL.

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
The impact of the Covid-19 pandemic meant the Councils experienced a urgent need to procure PPE for use by its key workers, including in this case, nitrile gloves. Due to high demand, at this time there was also a market shortage of disposable gloves, in particular for those that met the Councils minimum safety standards.. Therefore the Council acted in line with the Procurement Policy Note published by the government (PPN 01/20) and procured a quantity of nitrile gloves without prior publication in OJEU.
