Abstract

A national framework agreement for the provision of highway electrical connections on DNO networks (i.e.contestable works under competition in connection launched by Ofgem) and private cables. The framework will also cover minor installation works and fault finding on private cables. All suppliers must be accredited under the National Electricity Registration Scheme (NERS) presently operated by Lloyds Register. The requirement is split into 2 lots. Tenders can be submitted for 1 or both lots.

The framework does not cover Northern Ireland. An eAuction process may be used to award subsequent call-off contracts following the reopening of competition among the parties to the framework agreement.

Lot 1: Highway Electrical Connections on DNO/IDNOs networks (Contestable Works).

Lot 2: Highway Electrical Connections on DNO/IDNOs networks (Contestable Works) and Privately owned networks and Minor Installation Works.

As a central purchasing body as defined by the EU Procurement Directive 2014/24/EU of the European Parliament and of the Council, the framework agreement is open for use by the following classifications of user throughout all administrative regions of the UK (excluding Northern Ireland): local authority councils; educational establishments (including academies); central government departments and agencies and local government departments and agencies; police, fire and rescue and coastguard emergency services; NHS and HSC bodies, including ambulance services; registered charities; registered social landlords; any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament. VII.2) Information about modifications

VII.2.1) Description of the modifications

The framework has been extended beyond the maximum 4 year term to 31 October 2020.

VII.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

A replacement framework was due to commence on 1 September 2020. Procurement process for the replacement framework was delayed as a result of the Covid-19 pandemic. There was a requirement to conduct in depth stakeholder engagement due to the complex nature of the framework specification. This stakeholder engagement was subsequently delayed due to the impact of the pandemic. This led to their inability to tender on the basis of the originally allotted timescales. Public bodies are still required to do connections and fault finding so this framework is deemed as essential. Customers will likely seek to make purchases via the framework during the period that is sought to be extended. ESPO could not have foreseen the circumstances that have arisen due to the Covid-19 pandemic and brought about the need for this extension. The nature of the framework remains exactly the same in terms of scope of services, and terms and conditions of service (other than its term).
