The North Wales Children and Young People (CYP) MIS Consortium provide management information systems support to Wrexham, Denbighshire, Flintshire, Conwy, Ynys Môn and Gwynedd council’s in providing services to children and young people. We are looking to engage the market for a software solution

The North Wales Regional MIS group, acting on behalf of the 6 North Wales Local Education Authorities, are seeking to engage with the market for a regional Education MIS solution. The regional group comprises of Wrexham, Denbighshire, Flintshire, Conwy, Ynys Môn and Gwynedd local Education Authorities.

We are looking to engage the market for a software solution that would meet the following requirements:

Software requirements

Record information relating to Children, Young People and Parent/Carers including:-

- Admissions

- Attendance

- Attainment

- Early years

- Exclusions

- Free schools meals

- School/childcare establishments

- Transport

- Supports integration or import of data from existing council and LA software systems particularly necessary for the purpose of inter authority Admission files

- Is cloud hosted

- Supports Integration or import / export of data from and to the LA's schools MIS, namely ESS SIMS

- Ability to integrate securely with each individual authorities ‘customer account’ using Single Sign on Solution for customers such as SAML or oAUTH.

- Integrates with Sharepoint

- The ability to archive and delete for GDPR /Full compliance with GDPR requirements

- Portal facility for parents/guardians to apply for school places, transport and FSM/Uniforms

- Portal facility with schools (already detailed but also need it for reporting and dashboard functionality)

- GIS Functionality of distance calculations within Mapping solution – for walking, driving and direct distances for Admissions and Transport calculations and ability to annually update/refresh maps

- Ability to adapt portal to each LA’s specifications and branding requirements for seamless transition from LA public website to the application portals for Admissions, Transport and FSM – English and Welsh requirements.

Additional learning needs

- Ability for each authority to retain their own dataset but to be hosted together

- Access to the system from various platforms in all six authorities

- Ability to automatically transfer pupil data including attendance from Schools MIS Systems

- Ability to automatically transfer pupil data to schools MIS System

- Ability to identify conflicts in data between schools and LEA

- Portal facility for parent/carers to apply for School places and Transport and amend their details.

- Portal for schools/childcare providers to view data relating to their pupils

- The facility to record multiple services providing support/interventions to young people.

- Link to an appropriate mapping solution to view locations and routes on maps

Within the software the following functionality is also required:

- Fully bilingual

- Accessible from a range of devices

- Send alerts/emails to users

- Facility for users to generate reports

- Send emails/alerts to portal users

- Full auditing facility

- Import data in a range of formats

- Export data in a range of formats

- Automatically calculate distances using GIS

- Automatically rank pupils in order of eligibility criteria for school places

- Link seamlessly with other systems e.g. Social care systems if required

- Test and Live environments

- Automatically rank pupils by a range predetermined criteria

- Ability to customise/adapt portal to each Authorities own specification

- Ability to restrict grant access to data on a granular level

- Import bilingual address files and validate addresses
