Abstract

To engineer, supply, install and commission a complete fully automated process plant for processing of whey. The plant should be sized to be able to handle approximately 27,000 lph of whey from the cheese vats on a 24/7 basis. The whey comprises a mixed stream of both sweet and salty wheys from hard pressed and territorial “crumbly” recipes. The whey should have fat separated to produce 40% fat cream which will require pasteurisation and storage prior to tanker despatch. The pasteurised whey stream is then buffered prior to concentration in an RO plant to a minimum of 24% solids. Ideally SCC wish to concentrate up to 30% total solids and so consideration should be given to this requirement in the design. The permeate from the RO plant is further treated in an RO polisher so as to produce water for CIP cleaning and product purges of the entire whey process plant. The required Polished water storage and ring main form a part of the project scope. Whey concentrate from the RO plant is buffered prior to tanker despatch. The dimensioning of the plant in terms of vessel capacities and flow rates for pasteurisers and membrane plants is critical to ensure that the cheese vats can operate continuously without any bottleneck caused by this downstream process. The entire plant is to be cleaned by a new CIP unit which forms a part of the scope of work. Please refer to the attached block diagram for a pictoral representation of the scope of work.

Tenders are expected only from economic operators that can deliver the entire package proposed in this Contract and the Buyer will be seeking certain performance guarantees from the supplier reference operational performance post implementation - in particular regarding operating costs associated with utilities and cleaning chemicals. Individual applications from operators who can only provide part of the scope will not be considered further. Due to the economic climate, the Buyer reserves the right to carry out additional financial checks on all companies tendering for the Contract at any time during the procurement process, to ensure that they continue to meet the Buyer's requirements and remain financially viable to perform the Contract. Any selection of tenderers will be based solely on the criteria set out for the procurement and the contract will be awarded on the basis of the most economically advantageous tender. The Buyer reserves the right at any time to cease the tendering process and not award a contract or to award only part of the opportunity described in this notice. If the Buyer takes up the this right then they will not be responsible for, or pay for the expenses or losses, which may be incurred by any tenderer as a result. The Buyer undertakes to hold confidential any information provided in the proposals submitted, subject to the Buyer's obligations under any law or to comply with grant funding rules. If the applicant considers that any of the information submitted in the proposal should not be disclosed because of its sensitivity then this should be stated with the reason for considering it sensitive. The Buyer will then endeavour to consult with the applicant about such sensitive information when considering any external disclosure of that information,
