Tender for the Appointment of a Principal Contractor for Re-roofing Works at Tawelfan Flats, Powys

Description of the goods or services required

The Council are seeking suitably qualified and experienced contractors to tender for carrying out re-roofing at Tawelfan Flats, Cwmgiedd, Ystradgynlais, SA9 1NA

There are bats present in two of the three blocks, so all works fall under the Bat Development Licence (see Appendix D under the Attachments Area of the Portal) and will need to be completed by no later than 15th December 2021.

There are flats in the blocks that are owned by leaseholders. The Council is required to consult with leaseholders on the works under the Landlord and Tenants Act, 1985, and the leaseholders have a right to scrutinise costs. Due to this it is a minimum requirement of this tender for all tenderers to consent to the Council providing relevant commercial information from their bid to leaseholders. The scope of what is to be shared with leaseholders is included under paragraph 4 of the Instructions to Tenderers document.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The minimum requires of the tender are as follows:

- Constructionline Level 2 Silver registration with work categories relevant to the subject matter of the contract.

- CHAS Registration or any full equivalent under SSIP.

- Provide copies of full audited accounts, including profit and loss accounts and balance sheet, for the most recently completed financial year to be assessed as described within the tender documentation.

- Insurances are required as follows:

- Public & Product Liability Insurance - £5,000,000.

- Employers Liability Insurance - £5,000,000

- One operative on site will be required to have Category B Working with Non-Licensable Asbestos training. All other operatives will be required to have Category A Asbestos Awareness training.

- Acceptance of the JCT Minor Works Building Contract 2016 with Schedule of Amendments (as found under Appendix 4 in the Attachments Area of the Portal).

- Acceptance of sharing commercial information from your submission with the affected Leaseholders, as described within the tender documentation.

- Tenderers must confirm that they are able to complete the works described within the tender documentation prior to 31st March 2022

Any Tenderers who fail to meet the minimum requirements will have their tender response rejected and not further evaluated by the Council.
