Abstract

The delivery of Women Returner programme, which aims to support women returners across Scotland who have had a career break of 6 months or more due to childcare, other care or health commitments or have multiple barriers to employment, e.g. older women (over 50 years of age), disabled women, lone parents, minority ethnic women, women affected by domestic abuse, women from rural or SIMD areas, female veterans/spouses of veterans and also focus on sectors where women are significantly underrepresented in the workforce and at senior levels.

The Programme will support activities that enable the participants to address the barriers that are preventing them from moving along the strategic skills pipeline and allow them to progress to the next stage e.g. employment, education, or training.

Experience of delivering same or similar services are defined as Employability interventions, such as Employability Fund, Fair Start Scotland, Work Able Scotland, Women Returner Initiatives, National Transition Training Fund or Work Programme. Modern Apprenticeships, Work Based Learning and Individual Training Accounts would not be deemed as similar.

The scope of services to be provided under this contract falls within the definition of social and other specific services in Schedule 3 to the

Public Contracts Regulations 2015 ("the regulations") and therefore the procurement process shall in accordance with Regulation 74 of the

Regulation be subject to the requirement of Section 7 of the Regulations. By virtue of regulation 76(3) of the regulations, bidders in any of

the situations listed in regulation 58 of the Regulation may be excluded.

Scoring methodology will be used for each of the award criteria of 0-4 as stated in the ITT document.

SDS in awarding places will award up to the estimated budget and or number of places specified or less, as appropriate.

The value is upto 1.5m GBP for year 1 2021-March2022 and/or upto 1500 participants. A further optional 1 year extension period is available to 2022-2023 for up to 1.5m GBP as SDS Discretion
